The 25% rule is a permit trigger

Prairie Village’s roof handout uses 25% of the entire roof area as the reroof permit trigger. That is a permit threshold, not an instruction to replace a roof with that amount of damage and not an insurance rule.

Roof inspections before work is covered

The city’s inspection page calls for a mid-phase roof inspection before details are concealed and excludes roof permits from its general final-inspection requirement.

1

Plan the roofing scope

The application describes the covering, underlayment and any re-deck work; commercial applications include material specifications.

2

Keep required details visible

The contractor arranges the city’s mid-phase review before roofing details are covered. Do not treat a later look at finished shingles as the same inspection.

3

Resolve project-specific corrections

A roof permit’s exception from the general final-inspection rule does not erase a correction or another inspection required for the actual project.

Recover limits and the roof below the surface

The city handout requires removal where existing covering is water-soaked or too deteriorated to support new roofing, where listed unsuitable coverings remain, or where two or more applications already exist. It also requires an ice barrier extending at least 24 inches inside the exterior wall line. Those are assembly requirements; a dry-looking surface alone does not establish recover suitability.

Use the city’s original roofing information

These links lead to the city’s own permit and inspection information. The handout identifies the 2018 IRC, while a valuation table’s code label does not establish a later code adoption. Project-specific questions belong with the city before work starts.
